In Nigeria, cosmetic products are regulated under the National Agency for Food and Drug Administration and Control (NAFDAC) Act CAP N1 (LFN), 2004, and other related legislations and accompanying guidelines. According to the provisions of the Act, cosmetic products shall be manufactured, imported, exported, advertised, sold, or distributed in Nigeria, unless they have been registered with the NAFDAC.

To proceed for cosmetic registration in Nigeria, the applicant for a manufacturer outside Nigeria must file evidence of the Power of Attorney from the manufacturer, which authorizes him/her to speak for his/her principal on all matters relating to the latter’s specialties. The original Power of Attorney or the Contract Manufacturing Agreement should be notarized by a public notary in the country of origin and submitted to the NAFDAC.
